The incumbent manages, oversees, controls, implements, and evaluates the effectiveness of the explosives safety program of the divisions and their subordinate units. This position is assigned to the Division Safety, 1st Division, Fort Riley, KS.

Duties
- Serve as an explosives safety subject matter expert for the implementation of a comprehensive explosive safety program for all activities within the Division and assigned units.
- Provide continuous monitoring to determine that established policies and regulations are adhered.
- Develop hazard analysis to identify and evaluate program areas and work processes.
- Provide technical expertise and guidance on matters of safety and health laws and policies.
- Responsible for specific actions that are designed to improve and control the safety performance of the Division and subordinate unit activities
- Investigate ammunition and explosive accidents and incidents and weapon-related accidents and incidents.
- Conduct periodic on-site review for compliance with safety requirements.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level 1 (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates.
- Incumbent must complete all required training and achieve the Professional Certificate Explosive Safety Level 2 (PCES2) within 12 months, or prior to deployment, as outlined in the 0018 job series Master Training Plan.
- Continuous education and training are required.
- Work requires frequent onsite surveys with prolonged standing, walking, crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May traverse rough terrain.
- This position is designated as Emergency Essential. Emergency Essential Civilians are required to sign a DoD Form 2365.
- Incumbent may be required to take part in readiness exercises and training
- Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate for overseas location.
- This is a deployable Department of the Army Civilian position. As such, incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.
- May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TA50 equipment will be issued per local requirements.
- Must obtain and maintain a valid stateside driver’s license. Must obtain and maintain a U.S. Government Vehicle driver’s license within 30 days of employment and be able to maintain the same.
- Percentage of time spent TDY is up to 50 (CONUS/OCONUS).
- This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
- Must be able to qualify individually on common tasks selected by the supervisor from the Unit’s Mission Essential Task List (METL). Weapons Qualification and NBC Training may be required annually and as necessary to meet expeditionary requirements.
- Position is covered by the Lautenberg Amendment to the Gun Control Act of 1968.
- Must be able to obtain an official government passport.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing components of explosives safety program(s) including safety precautions, security procedures, and documentation requirements encompassing the transportation, storage, and operations of explosives and ammunition; implementing explosives safety standards to minimize or eliminate potential safety hazards based on applicable guidelines and regulations; and inspecting workplaces or processes to identify potential safety hazards and/or to investigate accidents to detect problem areas.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

- The work involves frequent visits to field sites in a variety of environments. This mandates walking, standing, stooping, bending, carrying, and similar movements, as well as agility, stamina, and dexterity. Incumbent is required to work irregular and extended duty hours.
- Work involves regular and recurring exposure to machines and equipment in operation, hazardous materials including compresses gases and flammable liquids, and construction hazards. Incumbent must frequently work outdoors with temperature extremes. Exposure to dust, high noise levels, wind, sand, and environments of fumes and smoke are encountered. Exposure to elements associated in combat and contingency operations in OCONUS locations. Protective clothing and equipment are required for wear. Incumbent may be required to perform work wearing chemical protection mask and clothing.
